OK you need to locate both for honor folders, one in uplay and one in steam then just highlight the whole folders contents then either copy or move too the steam for honor folder this has been answered in numerous other threads.

Relaunch steam most times no need for this then revalidate for honor or select install, this will prompt the missing files and correct any errors if it starts to fully download then you didn't copy correctly , when this is complete, launch game, enjoy.
